Hebah Abbas is a trailblazing leader in engineering, sustainability, and national development, with over two decades of experience delivering transformative, cross-sector initiatives across Kuwait and the wider Arab region. She currently serves as Chief Specialist Engineer at the Ministry of Education, where she leads infrastructure strategies that integrate innovation, sustainability, and resilience into the national education system.
As Chairwoman of the Sustainability Committee and Technical Advisor to the Kuwait Water Association, Hebah advances a nexus-based approach that aligns water, infrastructure, and environmental systems through strategic collaboration among government, industry, and academia. Her work focuses on scalable solutions for sustainable infrastructure, circular economy models, and smart utility systems that support long-term national priorities.
She also serves as the National Coordinator for the Foundation for Environmental Education (FEE) in Kuwait and as an External Member of the Engineering Industrial Advisory Board at the Australian University in Kuwait, strengthening policy-to-practice alignment and capacity building.
Internationally, Hebah is an active advocate for sustainable development and public-private partnerships, collaborating with AmCham Kuwait and the World Association of PPP Professionals (WAPPP). She has represented Kuwait at high-level global platforms, including delivering a plenary address at the 2025 Shanghai Cooperation Organization (SCO) Media and Think Tank Summit in China, and contributed to the Arab Digital Roadmap 2025–2030 under the League of Arab States.
A Syracuse University alumna, Hebah Abbas is recognized for her systems thinking and commitment to building resilient, future-ready nations.
